They have a light press fit. Try the socket or a piece of ABS/PVC/Steel pipe of the right size. Or if you have access to a 3D printer a custom tool is just a few minutes away.

Just be sure to radius the edges of whatever tool you use so you don't cut the rubber on accident. I know those boots aren't cheap.

Sounds like aftermarket boots. They are usually a loose fitting rubber boot that a metal ring is then snapped over to hold them in place.

The factory boots have the metal ring vulcanized inside the rubber.
