You'll end up creating more of a hazard thinking you know more than Honda engineers by modifying the electrical system of your new car rather than learn how to drive it. Why now, 5 years later, is someone coming up with a "solution" to this problem? Because it isn't one. If you need a quick, evasive maneuver at less than 18 miles per hour and can't figure it out, maybe you should stop driving. A speed bump is the most likely scenario where having your engine off for a fraction of a second could only benefit you (and the pedestrian you're about to mow down). Stop signs are precisely what auto stop is designed for. Saving gas and stopping emissions for a few seconds at a time over the life of your car and the planet. Yeah let's turn that off.
 
There are many, many posts here discussing the "ways to bypass the primary means our cars save fuel" and you are not the first to try and come up with a unique solution to something that is not a problem. The simple solution to what you propose as a hypothetical is let off the brake and watch the engine start back up instantly.

I just think you bought the wrong car if this is a major concern to you.
