US equiv is close enough for that kind of work.... or go to a real tool store or hardware store and they will have metric.
I would do it metric if the instructions call for it. Better safe than sorry.

I've drilled holes on my previous cars and you should be okey if you can find close enough diameter in imperial. just use some washers and make sure you are using metal cutting drill bit if you are drilling through metal. oh and rust proof the edges with touchup paints

Any drill bits close to that should be fine. The point of that, is so you start off drilling a small hole first then use that hole as a guide to increase the size of the hole with the next bit. Slowly increasing the size until the bolt of the wing fits. Only one I see that would be important is the last size which would be the 8.5mm.
