HOV legal ?

Here in California, starting January 1st I believe, hybrids(even ones with hov stickers) will no longer be allowed to use hov with only a single person. The only cars allowed to use it now are electric, cng, and hydrogen cars.

New applications for California stickers starts Jan/Feb 2012 but it's limited supply again.
