Check your local laws via google search. For instance, it's not legal for solo hybrids to use the HOV lanes in North Carolina, US.

According to Florida DHSMW: An Inherently Low Emissions Vehicle (ILEV) or a Hybrid vehicle certified by the U.S. Environmental Protection Agency may be driven in a High Occupancy Vehicle (HOV) lane at any time regardless of its occupancy as long as a decal is obtained.

Nevermind found it. Extended in California until 2015 as of Aug 30, 2010

In the US state of Georgia, you won't be able to use the HOV as an AFV anytime soon. Hybrids have yet to be approved.
"Currently, hybrid vehicles are not eligible for the Georgia Alternate Fuel License Plates. Therefore, single-occupant hybrid vehicles cannot use the HOV lanes - the same prohibition as for conventional-powered vehicles."
