Hybrid in Toronto

Hey guys
I just want to inquire something, this is my very first hybrid and before this I never cared for this kind of car until recently so I didn't really research on the highway traffic act here.

I have two questions
1. I heard for buying a hybrid you get some sort of reimbursement from the government? how about do I apply for this?

2. My friend also told me that I can drive on the HOV lane by myself. I just want to know is this true.

I'm not 100% sure about #1, but your #2 is NO, the HOV lane only for those vehicle with GREEN PLATE, check this out (Electric Vehicles: Green Plates and HOV Lanes)
