Default Starter motor vs. Hybrid motor

I noticed that there is a starter motor on the car but it seems to me that the Hybrid motor does the starting and charging of the 100v and 12v systems. So is the starter just for low 100v battery emergency starts?

The starter is used if the weather is too cold to start the engine with the electric motor. Normally the starter has no function.
