Default Downpipe bolt torque?

Put my P2R downpipe on yesterday. When I was bolting the front flange back with the "spring bolts" I realized that I if I torque them all the way down the springs will compress fully and basically become tall washers. I'm thinking that maybe the bolts should not be fully seated so the springs allow the flange joint to "float" a bit? Otherwise what's the point of the springs?

I should have checked this first before I pulled the bolts.

Any insight from someone who has done this would be greatly appreciated! Or maybe somone has a service manual with the info...?
