Yes, to some extent.
Sway bars are mean to reduce body roll by connecting the left and right sides of the suspension. Putting them on front and back would do this but may not effect understeer depending on the balance of the sway bars. Some people are just putting sway bars on the back to tighten it up and make it slip more, reducing understeer. You can also put heavier springs/coilovers all around which will also significantly reduce body roll. Again, the balance of spring tension, front to rear will effect understeer (more tension in the rear, less understeer). Springs are also going to harden up the ride overall whereas sway bars only take effect when one wheel is moving differntly from the other (like in cornering or going over a bump with one wheel). I have been using HKS HiperMAX coilovers for over a year and they significantly reduce body roll. I just recently put on Cusco front and rear sway bars. Because of the already tight springs, the reduction in body roll wasn't as dramatic but the improvement in handling was signifcant because they keep the wheels planted for better grip.

Adding the Basis V2 Rear sway bar to mine reduced understeer quite a bit as well as body roll. Just make sure you push the bar all the way towards the front of the vehicle before tightening up the bolts otherwise you may have a rubbing problem.
